The Aglipay Central Theological Seminary (ACTS) traces its origins to the Iglesia Filipina Independiente (IFI), which was established in 1902 as part of the Filipinos' pursuit of religious, political, and social independence. Recognizing the need for an educated clergy, Supreme Bishop Gregorio Aglipay founded the Seminario Central de Mabini (SCM) in Urdaneta, Pangasinan, in honor of Apolinario Mabini.
A premier center for theological education of the Iglesia Filipina Independiente (IFI), seeking faithful witness to the prophetic message of Jesus Christ and dedicated to the relevant formation of those called to the ordained ministry and sound learning for the laity and leadership boodies in the church
ACTS serves as a center for competent study, training, education and formation of suitable candidates for the holy orders and for lay ministry within the One, Holy, Catholic and Apostolic Church It pursues to enrich and strengthen the IFI vision to institute a theological education and formation in accordance with the Declaration of Faith and the Articles of Religion, in the context of discipleship for God and the Country In this manner, it embodies the nationalist ideals and aspirations of the Filipino people which shaped and continue to nurture the IFl as a Congregation of Faith
